What is a Winter Quarter Average?

The average of actual water consumption for the months of November, December, January and February, up to 20,000 gallons per month, is known as your Winter Quarter Average. If there is no consumption during these months, the winter quarter average defaults to 6,000 gallons.

Your water consumption during November, December, January and February determines your max sewer charge for the rest of the year.

Instead of charging you a sewer rate for every gallon of water you use, the City of Waco uses what is known as Winter Quarter Averaging. This means that your sewer charges are capped by the average of your water consumption during the winter months.

For instance, if your winter quarter average is 6,500 gallons, and in the following July you use 10,000 gallons of water, your sewer charges for July will be based on only 6,500 gallons.
